How do remove paypal limitations

Question

paypal have put a limitation on my account saying you have sent £650 or more into your paypal account, it says to go into the revolution centre for steps to to remove the limitation however when i go in where it says steps to remove limitations it just says resolve all complaints against your account, however i currently have no complaints and where it says action it just says complete but my account still has the limitation on it.

you would never remove the limitation you send all the info that they request and you will have the same limition

one advise i give to you is open another acount with then.
