How do reset the language in Windows Pic Editor?

I dont know what's happened but when I try to add text while editing pics in Windows Pic Editor,the only language option offered is Japanese?Wasn't like this before,can anyone tell me how to set the language to English,please? XP

  1. This is usually done in the Help menu, or the settings menu.
