  1. Subject teachers do not usually have control on who is in the class. Pupils are usually setted by ability, say in English, and that affects their other subjects. Colleagues can sometimes arrange to separate troublesome pupils if there is more than one of the same lessons running at the same time.

  2. The guidance counselors plug students in to classes.  It's all done by computer, really.  We teachers have no say at all.

  3. Teachers put students in certain classrooms based on gender, ability, and race. For example, children who are above average learners are put in the same class, if they are, for example, say in honors history. For gender, they try to place an even amount  of boys and girls in the same class. For race, they try to mix Caucasian students with those of different races, like African American.

  4. I'm not quite sure of what you're asking, but if you're asking if teachers have control over who is in their classes and who isn't, the answer is (usually) no. The only time a teacher would have a choice would be if they had the student at a previous time which resulted in a conflict.
