  1. They don't.  The Alien and Sedition Acts criminalized free speech.  The laws in effect today do nothing of the sort.  There is nothing preventing or making illegal criticism of the government or its representatives.  What is illegal is conspiring to commit acts of terrorism.  That is the target of the present laws.
