  1. David W is correct, and the timing is very precise.  In your scenario, Mickelson and Singh played in the same group for round 3, but I bet that Singh finished out on the 18th right before Phil did, literally he holed out before Phil did.


  2. When the lead is tied by three or more players, for the final round the order of play is decided by who posted their scores first at the end of day three. In this case Westwood and Singh must have finished their third rounds before Mickelson making them further up the leader board than Mickelson.

  3. They go by their total score in the first 3 days,  who ever has the lowest total score in the first three days tees off last.  

  4. They normally do it by order of posistion, higher going last
