  1. Since this is the Philosophy section, I have to assume this is a philosophical question deserving of a philosophical answer.

    Your question assumes there is some incentive or coersion involved in compelling deer to cross at the sign, much like jaywalking tickets encourage people to cross at the light and not the middle of the block.   But deer, like people, are lazy and have strong individualistic tendencies toward selfishness and don't mind a little anarchy.  They don't really care about having an orderly society, they think only of themselves.

    So they DON'T cross at the sign.  So the sign-makers do the next best thing, they put the signs where deer tend to cross.  This is, for example, why having an affair is not a criminal offense in Western Democracies.  People who elect representative legislatures don't want such laws, so we don't have them.  

    Deer do not police themselves and erect their own signs because they are not self-aware.  So humans must be philosopher-Kings as Plato recommended but being unable to control the deer, we control ourselves.  The signs are not made for the deer but for humans.  We must be the wary ones.  We must modify our own behavior so the deer do not damage our car.  It's pure self-interest on our part.  We don't really care about the deer.  

    So it's all about us, the humans.  All the highways are a Stage, the deer and humans are merely players.

    PS:  The "deer horns" one can buy which make dog-whistle warning only deer can hear, don't work.  I've driven past many a deer right at the side of the road and the special sound doesn't seem to bother them a bit.  Perhaps after they hang out along the roadsides long enough they become jaded and contemptuous of humans.  Or maybe it's teenage peer pressure.  They dare not run or their friends will make fun of them.  Punks!  No respect.

  4. In fawn school, they learn their basic shapes and signs.  

    Later, when they start to lose their spots, they take field trips to the crossings (but only cross when holding a big deer's hoof).  

    After months of practicing their leaps so they can duplicate the picture on the sign, they are ready for their solo crossing.

  5. The sign is a warning sign nothing more so we as drivers are aware that deer may cross the road anywhere anytime. There are little gadgets that one can buy in a sporting good store.....you stick them on your front bumper of your car.  When you are traveling in your car those little gadgets let out a whistle letting the deer know you are coming down the road.  They will not cross the road or highway when they hear the whistle.  A much better way to travel for you & the deer.
