if its an amateur match, u dont get penalized but word does get around and it'll be harder to try to get another match. But if a professional doesnt make weight, first of all its bad rep and the contract u signed will become invalid because u failed to meet the requirements listed and since u didnt fulfill the contract u dont get paid as much.
