How do those people from the t v shows get ahold of the videos from the police cruisers that they air?

are they included in the public info thing? Can they be bought by anyone?

They can be bought for "reasonable reproduction costs" under the FOIA (freedom of information act) which is basically what public record under most circumstances.  Most of the time police agencies just release them to news agencies or production companies for publicity.
