How do top Canadian universities graduate school accept applicants from Malaysia?

Are they looking at the overall GPA or they treat each subject individually. For example, if a Malaysian's overall GPA is 3.30 (Second class division 1-engineering) but he has a couple of D's and some C's, how is it being considered? What does it mean by equivalent gradepoint average of 3.2 over the last two years of the program? Thank you
