How do u create a navy jrotc?

Question

I want to create my very own navy jrotc squadron for virtual and home schooled students, but I don't know how to run a program as such or what to do, I'm also reaseaching but I would like some feedback from anyone who really knows about stuff like this. I'm also in the Civil Air Patrol, Air Force Auxillary, please give me honest and help me greatfully with my new challenge. V/R, Thank you.
