How do u download off mod the sims2?

i did wat the instruction said, i downloaded winRar, but it still keeps saying "please double click a packing file" er whatever. help please?

There's a completely free program called 7-Zip, google that & download it. Install it, and all you have to do is right click the thing you downloaded and do 7-Zip > Extract to "[folder name]/". That should work.
