you cant just find them if they arent on your friends list, you would either have to search for them which would take a long long time, however you can go to there site and make a meeting point and time. Or if you know them from outside of club penguin you can text them or tell them outside of club penguin

You have to set up a time and server and location to meet first. You can't just "find" them unless they're already on your friends list.
