here are the 2 ways fully explained

1. trade if any of your friends have a action replay ask them to google the code u need to get the azure flute then u go to the the place where u get palkia then play the azure flute and u will go up and a arceus will appear then its better if u have the cheat wich gives u 999 master balls then u catch it XD

or u can do all the stuff your self

the only way to get arceus is to get an action replay and put this cheat on it, press R+L when your pearl has started where you saved it last then go into a store, there will be a man in green or blue uniform on talk to him he will give you an azure flute, after you get it go to the mountain where you catch palkia (i forgot what its called) the azure flute will start playing by itself then some long stars will come up go all the way up then arceus will be there be prepared he is in level 80 he has some stong powers heres the cheat below in case you buy the action replay you can find it at walt-mart for 20.00 dollars.
