How do u get kyogre and groundon to fight on pokemon emerald

i went into team magmas hideout and got groundon out of the cave, now for kyogre, dont know were to get him out... the cave of orgin thing the guy is standing in front of it and the gym is closed!!!... plz help

1.beat mossdeep twin gym leaders

2. team up w steven to beat team magma at space center

3. get dive on steven's house and use it on your pokemon

4. go near the big dark patch on route 128

5. prepare for series of battles between team aqua grunts and archie

6. go to sootopolis, you'll see them fighting.

7. talk to steven

8.find wallace. answer 'sky pillar'

9. go to sky pillar (route 131)

10. find rayquaza at the top

11. return to sootopolis

12. talk to the aqua and magma leaders

13. get HM Waterfall and the gym is open!!!
