How do u get rayquanza in the sky pillar. i cant get there?

there is a rock blocking the way to the sky pillar i saw a video at youtube to see how to rayquanza i tryied to follow but there are some rocks and i couldnt get there it looks different then in my game. how do i get him, show me a real video or tell me were he is details. plz he is east of pacificlog town. why are those rocks there?
