I would imagine that it's a simple layer mask (applied like you would with the brush tool) with a desaturate adjustment option. Maybe with levels played around with. That's how I'd do it.

use photofiltre!

It's free, and very easy.

Although, photoshop gets you better quality, photofiltre is easy with what you want to do.

u can use picnik. com and pick the create tab and use the effect that says focal b&w

I use a program called Paint.Net, I find it easier to use than Photoshop,

And still pretty effective.
