Sounds like you have a loose throttle cable.........just needs adjusting.......so it opens up.......and allows the machine or motor more fuel.  Good luck.

They only go so fast. If it's a riding lawn mower then it should have a throttle on it but many push mowers built today have no throttle at all. They have an auto governor that throttles up automatically under load conditions such as tall grass but that's all they have. and that doesn't work all that well as it is.

you could try to remove the govenor bu that may damage the engine, also you can change the pulley on the motor that runs the rear to a larger diameter

We have a Snapper self propelled walk behind, and on ours you simply push a lever forward which causes the drive wheel to move to the smaller diamater friction wheel. That sucker will almost have you running behind it to keep up too... whew.
