Okay the answer to your question is unfortunately no.The only way possible is using Pandora and I'm not sure if there is a downgrader for 3.95.I just hard modded a psp battery as my pandora and used a pandora MS installer.I currently running 3.71 M33-4 firmware now.So what you need to do to:1 find someone  who either has a Pandora's battery or at least a psp that has custom firmware already so you can use Pandora Battery creator to soft mod a battery over to a Pandora one.Option #2 buy an extra battery for your psp because this one will most likely be permanent.Do like I did and hard mod the battery to make pandora then it is as simple as making your Pandora Magic Stick.If you ever do decided or are to hard mod google it.Then find a guide for your battery(each different type has different board placements,but they all need the same pin removed from the same chip.)If you have a slim psp:you'll need to get a FAT PSP Battery to be used for Pandora.There is also a 3rd option you may want to look into and that is a DATEL TOOL battery(Pandora Batttery).If you decide to go this way be careful and do your homework on this one as well.I say this because these are sold from online retailers(I'm sure you are well aware how that goes.)Well good luck with getting your CFW and the first step after getting Pandora Battery is to get Universal Unbricker V3 which comes 3.71 M33-2 CFW(your custom psp has to 3.71 M33 or Higher in order to install 3.95 Gen.)If you have anymore questions needed answered feel free to post here and you can google most of these methods for more detailed info as well.

    P.S.Be Sure BEFORE you do anything to use the nand-dump option in the Unbricker software(Do not use nand unless it's your last resort or you'll brick your PSP.)Anyways you basically use nand-restore to unbrick the your PSP.
