How do u make a tails chao?

Unfortunately, you can't "make" a tails chao. You have to have an Action Replay Max so you can enter the code for one: HQ1G-0TA8-TKE57

Another way is to get Phantasy Star online, and do the "Fake in Yellow" quest.
