okay, first things first: there are a lot of different codes you can use. HTML, CSS(Cascading Style Sheets, works hand in glove with html to make stuff look better), you can use flash, javascript, so on.

So, look up tutorials on html and css first. Then, find a hosting website.

The one I use is www.axspace.com. It has 1000mb bandwith/month, 100 mb storage space, a domain name like "example.axspace.com", up to five website email accounts. That is the free account. They have options to pay for plans, but i've never looked into it.
