How do u make it stop raining in pokemon sapphire?

it rains based on area like in a cirten place it will be raining constantly and in other places it wil be snwoing constantly and some sunny. there isnt a way to make it stop.

If you mean on a certain location in the map you can make it stop raining during a battle by using the moves Sunny Day (which will make the area sunny that makes fire moves stronger and lasts for five turns), Hail (which will make a hailstorm for 5 turns causing all non-Ice Pokemon to take damage at the end of the turn), and Sandstorm (which will make a sandstorm damaging all non-rock,earth-, or steel-type Pokemon).

two Pokemon have the ability to make it rain at the beginning of the battle, they are Groundon (which has the ability called Drought that makes the sun shine when the pokemon enters battle) and Rayquaza (which has the ability called Air Lock that makes all weather effects disappear).

or did you mean you defeat Archie the leader of team Aqua? If so you have to go to sootopolis City and go into the Cave of Origin (have a Pokemon that knows Flash since it's dark) and find Kyogre which is the one causing the rain. You have to defeat him by catching Kyogre or killing it. Please remember you only have one chance to capture this legendary Pokemon and it will be wise if you do. Save your game before you attempt to. Kyogre is level 45 and has the moves Hydro Pump, Calm Mind, Ice Beam, and Body Slam.
