How do u make the quality of a cell phone video better if it is blurry?

Buy a better one. Seriously, phonecams are limited by the size of the lens they use, being so small, they can't help but be blurry and grainy. Some phones may use an actual glass lens, as opposed to a cheaper plastic one in most phones, but I have no idea how you'd find that out. There isn't much you can do about the quality yourself, it's inherent in the phone camera design. I'll bet though that it's 99% the fault of the plastic lens they use.
