You hook a DVD recorder to the TV. It works just like a VCR, but uses CD's.

You can't record TV shows to a CD.  You can, however, record to a DVD-R using a DVD Recorder.  It operates basically the same way as a VCR, only it uses DVD-R discs instead of video tape.
