In order to recruit, Chimecho has to tell you about the Chimecho Assembly. After that, there are several factors. First is your level in accordance to the Pokemon you're trying to recruit. The higher the better (60 is your level, 10 the other pokemon = good chance). Also, the type of move you use helps (i.e. Fire-type hit by Water-attack works). Another factor is if you actually defeated the Pokemon yourself not your partner. If you have a Friend's Bow, use it. If you type-specific recruitment items, do the wondermail extra missions. Check Serebii.Net for the codes. You can also get the Amber Tear and Golden Mask in the Zero Island dungeons. The Amber Tear is on Zero Island West B40, the Golden Mask is on Zero Island North B75. First chimeco has to set up the assembly, then you have to talk to chimeco to be able to recruit pokemon. Than you kill pokemon in the dungeons and each pokemon has a different recruit rate, the pokemon will be recruited. Excepting the temporal tower part, graduation, and darkrai.

Also there are recruiting increasing items such as the fire drum.
