How do u unblock your restricted land line phone?

I just dial *82 before dialing the number I want to dial and that bypasses my "restricted number".  Normally, people I call will see RESTRICTED on their caller ID when I call BUT IF I DIAL the *82 before dialing them, then it bypasses the "restricted" and they can see my name/number.
