How do urban prisoners affect suburban community statistics?

Question

Do Black prisoners (from a Black community) jailed in a primarily white community help that community in any way.

Does it affect how many votes the suburban community gets in a general election?

Does it lower the sale value of their homes? Property taxes? Amount of federal aid? Are those jailed Black persons counted as residents of the suburban community thus impacting the U.S. census and making the suburban community seem more "diverse"?
