You only get a GST refund for selected items from selected shops.For example if you shop at Mustafa,they have a special counter for this .

They will give you a GST refund form and stamp it for you.Whe you depart from Singapore and in the airport you present the goods and your reciepd+refund claim form to the officer and he will stamp it for you.

After passing through the immigration,you report to the GST refund counter,where they will refund your GST.

Please note that \Singaporean,Singapore PR and EP holders are not eligible for GST refunds.
