  1. Man this is !@(_!#

by the way, the best way is to send him a mail to pay you, if not , you will contact the police

Anyway, you can access his website unless you "Hack" in his server and deleted that file.

But even you do that, there is still a high chance that he has other backup. So it's not worth the effort

Best solution , Contact the police !

  2. The way I see it is that you have 2 options:-

As long as the program is created by you and you have the copyright the I'd agree, talk to law enforcement agencies.

The other option is [as you are into programming] to remove it from his system yourself or corrupt it making it unusable assuming you installed a back door into it.

EDIT: I'd probably go with option 1 to begin with as it's legal.

A friend of mine is a software developer and he encodes his software with a program that allows a trial period [at cost] and then the program will not work unless another trial period is paid for or the whole package. This might be something you should consider.

  3. You might want to have a conversation with the police.

  4. This question should be posted under a topic dealing with legal questions.  If you were hired, there should be a contract amd that is a legally enforceable agreement.  Once you've done your part, he owes you even if he changes his mind about what he wants.  Offer+acceptance=contract.

Your suggestion that the file can be retrieved externally is problematic - think of it as breaking and entering.  There is always a defense that you're retrieving what's yours - hopefully you could easily establish that the file was created by you.
