Unfortunately having a speed camera in a street is extremely rare.  If the problem is that bad then I would set up a petition and contact your local council and see what they say.

The local council may put traffic calming measures in your street i.e Speed bumps and sharp corners etc.

calling the police dept seems obvious but will prob result in a dead end. get a local elected official on your side. they dont want to lose votes or get bad press.

Serious answer - Like everyone said, ask the cops and ask elected officials such as city council member and county commisioners.  

silly answer - Put on a batman costume and sit up in a tree along the road...

Take your camera glue it on the bonnet of your car and drive up and down your street at a high speed.....viola your speed camera
