How do we make marginal workers more productive so they can support their families ?

So, the farmers should turn to be the workers of the big agriculture companies, and use land to be the partnership, isn't it ?

Is it because the big companies can do better than the government ?

A reward system is always great.  An example would be Worker of the Month.  Give them a gift card to the store of their choice.  Another reward could be getting one day off while still being paid, for getting the award.  You could do a most improved award, also.  Doing something nice for the winner's whole family would be great too.

Boosting peoples morale has always been proven to raise productivity in individuals.
