having lived in the phils for some time , the only thing I can say is kill all of the politicians first, then put honest people in office and pass laws that it will mean their death if they s***w the people.

By implementing the following steps::

     1) Teach the young before they enter the work force, positive values like honesty, responsibility, respect, obedience, diligence, etc

      2) Upgrade the pay scheme for govt workers, especially

those in the uniform service.

       3) Impose fines for offences and crimes in public---littering, smoking, theft, traffic offences,etc. Ensure punishment is meted out.

        4)Weekly or monthly reports, formal meetings  of activities are carried out in every govt departments. Be transparent in what everyone is doing.

          5)The President, Ministers, Heads of Departments and CEOs of companies should frequently make crucial speeches to bring home the message that 'corruption doesn't pay in bringing about an orderly and  progressive society'
