  1. http://USCIS.gov

  2. It is a long, drawn out process that you MUST do precisely correctly and before the deadlines since so many people are trying to immigrate to the U.S.  It is helpful if you already have a good job you are coming to the U.S. to do because then you can have your employer vouch for the need to have you here and you can get a work visa.  Read all the stuff on the US INS website and I would HIGHLY recommend he hire a good reliable attorney that has experience with US immigration so he knows the ropes and will keep up with the various deadlines (possibly has established connections to speed things a bit).  If your friend does not already have US employment, he can get a tourist visa but cannot stay forever and it maybe even harder to get your "green card" when you are already in the US then if you want to come from your own country.  And, again, someone who doesn't already have a US job is going to have a far harder time getting permanent citizenship (even if you marry an US citizen, you still have a long convoluted process with a lot of paperwork, lots of deadlines, lots and lots of waiting and no guarantee you'll get citizenship).

  3. Either through employment
