How do you Hi jack A Police Helicopter in GTA Vice city stories?

I tried swimming to the other island but it would not let me swim far I dont have nothin unnlocked when I got this game along time a go I never did missions so I want to know if their is a boat cheat or cars fly or drive on water please help????????????????

There is a cheat cant remember it though off the top of my head, incedentally there is a police maverick in the biggest police station in downtown vice city. Its on the first island you start on and its accesible by a large metal stairway.

you can ever get a police helicopter in the game ever in order for you to get to the parts of gta vice city stories you have to do the missions  :)ava06
