How do you Make a Professional DVD Menu?

Hey guys I'm burning a dvd file onto a disk and I'm using nero 8 to do it but I know that Nero has a feature that will create a DVD menu for you but it's very vague. I want to create a dvd menu with a slideshow of pics and background music..which nero does not have... is there a free program I can use to make a professional dvd menu?
