How do you account for the failure of many educators and policy makers to believe the research on the impact of employed mothers and day care?

And where do you get the idea that educators fail to recognize the impact of working mothers and day care?

Policymakers maybe, but I don't think educators ignore the impact.  Its one area that they acknowledge and try to understand in dealing with young kids and their problems.
