How do you advertise on a billboard?

I know that there should be a number below the billboard that I can call, but I was curious if there were any other ways to do it, like maybe a website?

Generally an advertising agency for a large company will contact the national companies that represent the most of the boards across the country.  They work out a deal for hundreds of boards in whichever markets they want to advertising in.  The bundle of boards they buy will be based on their budget, traffic studies and their target -- the target may be a shopping center or chain of stores that have particular locations and commute routes.  Or it may be an upscale product which targets wealthy people and the boards will be on routes used to and from the wealthiest neighborhoods.
