How do you apply Fluoro Comp Wax-Slush snowboard wax?

Remove the old wax with a base cleaner, unless it is the same wax as you are applying.  Then hot wax it like any other wax.  If you don;t know how to do this follow these instructions.  http://www.demonsnow.com/tune.html

If it is rub-on wax then just rub it onto the base of your snowboard. If it is hot wax then follow this guide to hot waxing. Make sure you only use that wax when it is warmer snow you are going to shred in.
