You really are asking how to do two separate things.  If you wish to be more confident, or make someone else more confident, you would develop "self-efficacy" with respect to whatever task you wish to build confidence in performing. Yes, many people are generally confident and this arises from some unchangeable reasons., All people have specific modifiable confidence towards particular activities.  If you want to be a more confident leader at work for example, identify what the fundamental tasks are that would make you a better leader. If public speaking is one, you might put yourself into situations where you perform this in a way that you are always successful. Make sure you are able to speak about topics you are familiar with. Maybe allow yourself to read a pre-written speech at "Toastmaster" where the participants are always supportive. The key is slowly show yourself you have the skills to successfully complete these tasks, while ratcheting up the varieties of other skills and situations you might encounter towards your goal.

  As far as charisma, leadership research has somewhat identified characteristics of "charismatic" leaders.  While a lot of their charisma resides in characteristics of their followers, some characteristics such as possessing a clear and believable vision of what the future will be like if you and your cohort work towards it. Another is possessing a clear set of values and offering individualized consideration for people around you, meaning know the people around you and their specific needs and goals. Maintaining a high reputation in mental abilities and avoiding participation in petty issues helps too.
