  2. You research and then you join.  I assume you're in high school.  If this is for college, your school probably has a department about it.

    Rotary International

    look at the state department and on US Embassy sites (exchanges.state.gov)

    ASSE

    ECI

    Only the last one is a scholarship, but it is for Germany only (I did that program), and highly selective. All the rest are a bit expensive, and they range in terms of how good they are, but those are all the top, most reputable firms, in my experience. Rotary is the only one where you can't necessarily chose the country you go to, the others will offer more custom-tailored exchanges.

    Pick your organization, decide on a country/region/culture/language of specific interest, and fill out an application. The application process is exactly like college - personal essays, recommendations, transcripts, etc. The Rotary and Congess-Bundestag programs are selective - they can accept or reject you. The others are "you pay, you go," though the level of service varies. Of the above, I have the most personal experience with AFS and CIEE.

    There are tons of little things to do with high school, but that's where you start. It is VERY important to make sure you know whether or not your child/you need to take a year off high school or if you can transfer credits -- in most cases, you have to delay your graduation by a year to do this, or do it immediately after graduation, as a gap year.

    For college and beyond, many of the above sites do university level and business exchanges, but for those specific focuses, there are tons more organizations but they are beyond the ken of my knowledge :D

Just search some programs web sites and decide which one appealas to you the most and then contact them and they will tell you exactly what you need to do.  I can tell you about this one program everyone is raving about: www.beautifulspain.com Since you wanted reliability this is the one for you.

    Their host families are extremely well screened. They are loving and caring and most have experience in hosting students from abroad. You can choose to sign up with a friend and choose to stay in same host family home or a different one. They allow you to choose from the host families available (the sooner the better).

    Location is pretty amazingly beautiful and one of safest places in Europe. It´s a beach resort town still a secret for many foreigners.

    Activities and excursions included in the low cost are exciting, fun and enriching and go from purest form of Spanish language classes, cooking classes, dancing classes, tallship vessel excursion, paella dinner, medieval towns, fishing village, fireworks on the beach, Guggenheim Museum, Bullfight, canoeing trip down the river, beach, shopping, City tour, beach volley, Roman route hiking trip and many more, They cater to a small group for best individual attention. You wont regret. You will get a Diploma towards your college application and future career resume.... Well, it is hard to beat!
