15, race in formula A

17, race in formula renault or formula BMW

19, race in GP2 ( if you are good enough and have aquired sponshorship over the years)

21+ F1.........

by being in the right place at the right time having the right people seeing you and having rich parents or finding sponsors who will foot the bill while you perfect your skills in lower level open wheel competitions,after that you have to beat out the thousands of others doing the same as you.

The below link is the most comprehensive list of instructions on how to get to be one....But you have to start when you're very young, or be lucky enough to be able to have good success in the lower series and bring with you a solid sponsor.
