How do you become a legal resident of Illinois?

I am 19 years old and living with my brother in Maywood, Illinois. I am currently a resident of Mississippi because I moved there when I was twelve. Before then, I was living in Maywood. How can I again legalize my residence in Illinois (for voting purposes)?
