you can use third party software like NetDog : http://www.netdogsoft.com , it's easy, just add the website to "Always blocked website list" in NetDogAdmin.exe, none will be able to open it. Also you can set a password for NetDogAdmin.exe

the blocksite add-on can be disabled so if its for parental control and the kids know anything about computers it wont work. if you want a more secure option, check to see if your virus protection software will block sites (many do) and password protect it so that the settings cannot be altered.
