  1. Relay depends on what you want to block, but there is no good way. If you use something like like at the router level (log in to the router and then put the web site in the blocklist) or on the computer, then  a proxy will get by them  http://anonymouse.org/ .You could use some thing like openDNS  http://www.opendns.com/

       You will have to be an Administrator to change your DNS settings. so to set it up to  block the proxies as well but there are email web proxies (don't know one off hand) you email them the link,  They then email you back the web page.  All you can really do is make it not worth the effort.  You can most get that done with blocking the site at the Router,OpenDNS or what the other answers suggested.


  2. You must be Administrator for this:

    On your internet explorer toolbar click on "Tools" > "Internet Options" > go to the "Content" tab > and on "Content Advisor" click "Enable" > then after some password confirmation click on the "Settings" button next to the "Enable" button and just block websites on content or address here.

  3. One very reliable solution is to install parental control software. Programs like as Sentry Parental Controls allow you to block any site you wish. It also gives you many other helpful features like a monitoring log so you'll know what and when sites on that computer were visited.

    I highly recommend giving the program a try.

  4. follow these steps...

    1) open IE... click on tools-> internet options

    2) click on privacy tab

    3) click on "sites" button

    4) enter the address of the website u wanna  block and click on block
