How do you breed turtles

Question

I read you have to have like a permit to breed turtles in the usa. I want to breed turtles but I don't want to sell them or anything. Just keep as pets or occasionally give one to my neighbors who also like turtles. Eventually I am interested in selling turtles so I would like info on that. How do I go about legally breeding them and selling them? What are some good breeds that are easy to handle as pets? Thanks.
