How do you build a mini submarine so it will go in a W in the water without being touched or poked?

Have the navigation system work on a timed response.

You will have to do some trial and error to see how much rudder and for how long to get your turns to work out right.  Depending on the speed it travels you would tell it to do something like this:

Wait 15 seconds then apply right rudder for 5 seconds (this starts the first leg of the W)

Wait 30 seconds then apply left rudder for 10 seconds (this turns it on the second leg of the W)

and so on until you get the W.

In navigation, it's called "dead reckoning".
