How do you build a website????

Okay so I want to make a website but I can't pay since my rent's HATE using credit card and such online! So is their a way to make a free site. But I want to let it be TOTALY from scratch. I am VERY good with stuff like this! My uncle does this for a living and taught me! I can't pay! FREE!!!! Okay, thanks!!!!!

It has 500mb of storage and no annoying ads. It also has a free online web design tool that allows you to create web pages without coding. If you know HTML/CSS, you can upload your own website as well.
