How do you build walls in sims 2?

in sims 2 i cant build any walls or foundations or anything really all i can do is buy stuff. how do i build walls

I know people who've had this problem because they're playing a pirate copy of the game. The only way around seems to be to purchase a legitimate copy - have a look at the links below.
