How do you calculate import tax on a retail purchase from the eu to the us?

I want to buy a couple t-shirts from a site based in Sweden. They warn that buyers from US will be charged an import tax but I have no idea how much this could be.

If it's less tha $400 there will be no duty

That's just a standard notice in case the purchase qualifies for import duty
