How do you call the PRC with my phone card? Please help!!?

I have two close friends who went back home to China, and they aren't coming back in a while. I have a "Q.D.M.V." phone card and it has directions on the back. Here's what it says:

-Call from (Glen Burnie, MD) (my area).

-When prompted, enter your PIN number.

-For calls within DC-MD-VA, Canada or the Caribbean: Dial 1+area code and telephone number.

-For calls to any other country: Dial 011+country code+city code and telephone number.

I can do steps 1 and 2 fine, because my call is to China, the third steps doesn't apply so, I try to do step 4. I dial 011(U.S.country code)86(PRC country code)591(Fuzhou area code)8659128954778(my friends' telephone number.

I have tried everything I can think of to get it to work. When I get to step 4, I dial 0118659186591289547and it begins ringing than says there was an error. If nobody knows how to do this, do you know how to call internationally without a phone card? A HUGE thanks to any kind soul who can help! I miss my friends a lot:(

The error you're making is obvious: your friend's number already contains China's country code and the area code. So you should dial: 011 + 86 + 59128954778.
