How do you call those"envelopes" where you get just add water:soups,saouces,the powder to make chili and ?

I call it an envelope, but some may call it a packet or pouch.

They're commonly known as "packets".  In the case of the ones you described, they'd be "sauce mix packets", "soup mix packets", etc.
